Support chose permissions for vendor property
Add property SUPPORT_CUSTOMIZE_VENDOR_PERMISSION.
Add enum VehicleVendorPermission.
The configArray of new property indicate vendor property Id and
the permission selected by vendor.
Update google VHAL as an example how to use it.
