InitialPayload of ExplicitKeyDiceCertChain Change the spec for DiceCertChainInitialPayload, removing the map & directly equating it to bstr .cbor PubKey. Also mandate it to stick to Core Deterministic Encoding Requirements. The deterministic encoding is essential to ensure DicePolicies can be applied on the root key.
