Clean and reorder operation enums.

Four operation enums are removed:
- DETECTION_OUTPUT
- PRIOR_BOX
- SPARSE_TO_DENSE
- EMBEDDING_LOOKUP_SPARSE

Operation enums are reorder into alphabetic order.
