Make dumpstate HAL lazy.

Test: HAL isn't running
Test: adb bugreport HAL runs
Test: HAL isn't running after bugreport finishes
Test: manually inspect state using `lshal` and logs
    using `adb logcat | grep android.hardware.dump`
