Allow Context Hub VTS tests for devices with no CHRE Currently, endpoint-related VTS tests cannot run if the device does not support CHRE (i.e. no ContextHubInfo is found through the HAL). This CL modifies the VTS test such that endpoint-related tests are ran independently of the CHRE precondition.
