audio hal: Add methods for controlling BT HFP

HFP = Hands-Free Profile
Added following methods:
  IPrimaryDevice.getBtHfpEnabled
  IPrimaryDevice.setBtHfpEnabled
  IPrimaryDevice.setBtHfpSampleRate
  IPrimaryDevice.setBtHfpVolume
