wifi: Add RTT structure conversion methods

While there,
Hide |convertLegacyIeBlobToHidl| from hidl_struct_util.h. There is no
need for any of the HIDL objects to directly use this. They will be used
internally in |convertLegacyScanResultToHidl|.
