Add new API for iccCloseLogicalChannel to pass isEs10 information. When a common logical channel ID is opened over 2 or more LSIs(including command port LSI), there is an ambiguity in closing the logical channel. To resolve the ambiguity, pass isEs10 information about whether the logical channel was opened to send ES10 commands or not.
