Make setTimeLapseConfig take frequencies instead of periods.

Test: Manual use of Camera, Movies, Photos and YouTube apps.

Test: With CtsMediaTestCases.apk installed,
adb shell am instrument -e size small -w
'android.media.cts/android.support.test.runner.AndroidJUnitRunner'
