ultrahdr: Renamed and disabled build targets frameworks/native/libs/ultrahdr is deprecated and external/libultrahdr is the new path for ultrahdr. This CL renames and disables the build targets for now and after sometime all the files will be deleted from frameworks/native/ultrahdr.
