Enable compilation of libbinder on Fuchsia
This ensures that getMinSchedulerPolicy and getMinSchedulerPriority are
only called on Linux as they are only defined here.
This replaces some __ANDROID__ ifdef's with BINDER_WITH_KERNEL_IPC.
