Implement eglCreateImage and eglDestroyImage

Refactor existing KHR functions so that they become common code
that both the KHR and core functions call.

Test: cts-tradefed run commandAndExit cts -m CtsDeqpTestCases --module-arg 'CtsDeqpTestCases:include-filter:dEQP-EGL.*'
