SurfaceFlinger: enhance fakehwc tests
Make fakehwc to run on each composer version from 2.1 to 2.4.
Add specific tests for composer 2.4 refresh rate API.
Test: adb shell /data/nativetest64/sffakehwc_test/sffakehwc_test
