Add emulated_apit_checker for Vulkan We are auto-generating data-structures autotmatically and then are comparing layout of what we have generated to calculated one. We also compare layout for structures provided by hwvulkan_headers, but only on host. This CL closes the loop and makes it possible to do such comparison on gues, too.
