Add FrameRateOverrideMappings unit test
- Add unit test
- Modify Scheduler and FrameRateOverrideMappings to check
supportFrameRateOverrideByContent in getAllFrameRateOverrides
- Remove flag usage in Scheduler to keep it within
FrameRateOverrideMappings class
- Add operator== for FrameRateOverride event to enable ASSERT_EQ
