SF TimeStats: add a native struct in TimeRecord

In the current TimeRecord structure, add a native structure just
containing the timestamps and frame number, which will be used by game
benchmark backend.

Test: dumpsys SurfaceFlinger --timestats <see go/sf-timestats for args>
