libbinder: move BinderRpcServerOnly test code together The code for the BinderRpcServerOnly tests are spread out across binderRpcTest.cpp. This moves them together so they can be disabled all at once. Bug: 230135749 Test: m Change-Id: Ibd55333faab9847086f196bf3655efeaddc15969
