Use the new HWC api to handle hotplug event HWC composer invokes the new callback to notify SurfaceFlinger when display hotplug event occurs. The event handles hotplug errors, in addition to the existing ones. Bug: 303460805 Test: manual Change-Id: I3f9dbb58cfa95e87efa88b0891e15890cd42f876
