Explicitly list the static libs for exclude-libs flag. This is to work around an issue where the symbols from all the local source are hidden when building this with bazel. Bug: 232544295 Test: Manual Change-Id: I8919f8cc76f0d97b3c6a10edc3863be2e135c4b8
