Add jerk thresholded pruning.

This will change MotionPredictor::predict() outputs once
enable_prediction_pruning_via_jerk_thresholding is enabled.

Test: atest libinput_tests --host with local flag override to enable
enable_prediction_pruning_via_jerk_thresholding.
