SF: add WAKEUP_SURFACE_FLINGER permission
Allow launcher and sysui to provide a hint to
SurfaceFlinger using eEarlyWakeupStart and
eEarlyWakeupEnd transaction flags. This lets
SurfaceFlinger know that this transaction and
others will likely require expensive composition
and SurfaceFlinger should wake up earlier.
