Use updated AppOps API in SensorService
- Pass the "message" field to the noteOp call.
- Removes the noteOp call except when delivering sensor samples.
- Restructures code to only call checkOp when necessary.

Test: Modify SensorLogger to log on onAsyncNoted() and verify
message gets displayed
