RE-SkiaVk: Use vkGetDeviceQueue2 instead of vkGetDeviceQueue

The original code violated the spec.  Since RE-SkiaVk can create a
queue with the VK_DEVICE_QUEUE_CREATE_PROTECTED_BIT flag, it must use
vkGetDeviceQueue2 instead of vkGetDeviceQueue.
