SF: increase LayerHistory::kMinPeriodBetweenFrames to 240fps kMinPeriodBetweenFrames is meant to sanitize the input frame delta data to LayerHistory. We set it to 240fps to ignore shorter deltas than 4ms. Test: TouchLatecy app on a 120Hz device Bug: 187873029 Change-Id: Ib8f71f9fa079a214a302a1079bbc199caba213df
