[sf] Clean up transaction handling trace tags - Only add a tag if a transaction is not ready to be applied - Add sufficient info on why its not ready and which layer was affected - Remove unused tags Test: perfetto traces Bug: 277799011 Change-Id: I956823699721aaa2260eefd3762ec60a20790140
