Added IWindowInfosChangedListener interface

Added WindowInfosChangedListener interface and the ability to
register a WindowInfosChangedListener in SCC. Also added the
SurfaceFlinger code where the WindowInfosChangedListener gets
registered and reports to the listeners.

Test: Existing tests pass
