SurfaceFlinger: Prepare to remove BufferQueueLayer
To prepare to remove BufferQueueLayer we port over the public Java API
(getSurface) and a few remaining clients (largely tests), by returning
a BBQ from getSurface.
Bug: 185492007
Test: Existing tests pass
