Bug: 251196347
Test: m inputflinger_tests && \
    $ANDROID_HOST_OUT/nativetest64/inputflinger_tests/inputflinger_tests \
    --gtest_filter='*HardwareStateConverterTest*'
Test: atest inputflinger_tests
