InputMapper refactor: Rename configure to reconfigure

We are refactoring Input-mapper to ensure they are configured at
the time of initialisation.
In this CL, we start by renaming the InputMapper::configure method
to InputMapper::reconfigure.

Test: build, pre-submit, inputflinger_tests
