Add plumbing for upcoming setFrameRate() api

Add plumbing from the app to surface flinger for the
ANativeWindow_setFrameRate() and ASurfaceTransaction_setFrameRate() api
calls we'll be adding soon.

We don't do anything in surface flinger with this data yet.
