Turn on Skia RenderEngine (threaded)

Test: dogfood
Some new features (e.g. cross window blurs) are only implemented in Skia
RenderEngine. Turn it on for all Pixel devices. Other devices can still
turn it off with PROPERTY_DEBUG_RENDERENGINE_BACKEND.
