Query methods for VINTF native instances
isDeclared(name), getDeclaredInstances(interface),
updatableViaApex(name), and getUpdatableNames(apexName) are extended to
support native instances when
- "name" is formatted as e.g. "mapper/minigbm",
- "interface" is formatted as e.g. "mapper"
