Extract logic for media safe hearing. The SoundDoseHelper is responsible to select between the old standard and the new sound dose approach. Extracted the previous logic for showing a warning when the safe hearing level is exceeded into the SoundDoseHelper Test: manual and dumpsys audio Bug: 257238734 Change-Id: I0af5c827f805ac9862693422399c49d1bf66fd73
