When disallowing all sounds, also turn off priority channels. This means "total silence" and "alarms only" come to actually mean what they promise to mean; not even bypassing channels can make noise. Bug: 325106586 Test: ZenModeHelperTest Change-Id: I190ae6e170b255fdddf4afccf02ed5653a653374
