Wire up geotz metrics to the real metrics code

This adds a pull metric to capture time_zone_detector state, and push
metric code to the RealProviderMetricsLogger for recording
LocationTimeZoneProvider state changes.

Tested with instructions from http://go/westworld-create-atom:
