Migrate nestedScrollToScene to the new Modifier Node API

Used the new APIs to make a NestedScrollToSceneNode that creates a new
scenePriorityNestedScrollConnection whenever one of the node's
properties changes.

Test: atest SceneGestureHandlerTest
