Add new permission START_CROSS_PROFILE_ACTIVITIES
This allows holders of START_CROSS_PROFILE_ACTIVITIES permission to start an activity of the caller package in the other profile.
The "android.app.role.SYSTEM_WELLBEING" role will get this permission.
