StatsEventParcel impl.; move AIDL files
This implementation continue to uses libbinder, as opposed to
libbinder_ndk.
We also move many (but not all) statsd aidl files from
frameworks/base/core into the apex.
Test: m -j128 && bit statsd_test:*
