Fix issues in TunerClient implementations

This CL fixes the following bugs:
1. Missing HAL version checking from TunerService
2. Frontend id local setter/getter issue
3. Multiple safe union init issues(default init accesses union member 0)
4. Multipo typos

Test: atest android.media.tv.tuner.cts
