Define PROPERTY_IS_TRANSACTIONAL in Call#Details. Defined the new PROPERTY_IS_TRANSACTIONAL in Call#Details for tracking when a call is transactional or not. Test: manually using the transactional VoIP app and added new CTS tests in TransactionalApisTest Bug: 296934278 Change-Id: I50707a4026a93064e9f0763ed180bc8e7bd91184
