Create onTaskMovedToFront callback.

Create a new onTaskMovedToFront callback that launcher can use to register with
shell. This new callback is based on shell transitions and uses
TaskStackTransitionObserver to update launcher.

Ignore-AOSP-First: new file so it shouldn't conflict
