Fix ownership for ComponentOptions Currently the WindowManager team can approve changes to `ActivityOptions.java` (due to the `*Activity*` rule), but only higher level approvers own the underlying `ComponentOptions.java`. Test: OWNERS change only Change-Id: Ie5c1ed7e89d08b9501683dfdc08f9397121eec2a
