Consolidate Responsible API OWNERS
Introduces a new file that defines the owners for BAL logic.
Use this file for background activity start related files:
- BackgroundActivityStartController
- BackgroundActivityStartCallback
- BackgroundStartPrivileges
- BackgroundStartPrivilegesTest (in tests)
