Disable broken, unused genrules domaingeneratorpolicyrule_gen fails to build, disable it so we can add all genrules to checkbuild. Bug: 290816499 Test: Added a all_genrules singleton to soong, and built that successfully Change-Id: I5139c4f552e0b1aa6b4c1a8b8ca666dab9cf2999
