Created common APIs for NdkMediaCodec fuzzer

The APIs common across NdkMediaCodec fuzzers
are moved to newly created NdkMediaCodecFuzzerBase.cpp
and NdkMediaCodecFuzzerBase.h

Test: make NdkMediaCodecFuzzerBase.cpp
