cameraservice: remove unnecessary permission checks
isSessionConfigurationWithParamtersSupported and createCaptureRequest
added as a part of feature combination query APIs do not require the
apps to have CAMERA permission as they are fairly lightweight and
do not require any allocating any heavy resources. CameraDeviceSetup
added to CameraDevice also reflects this in its APIs.
This CL removes the permission checks from the two functions
mentioned above.
