Codec2: Simplify ClientBlockHelper

This CL removes the unnecessary Impl class in ClientBlockHelper and
rename ClientBlockHelper.* to OutputBufferQueue.*.

Test: atest CtsMediaTestCases -- \
--module-arg CtsMediaTestCases:size:small
