Add libAudioHal AIDL interface placeholder Add cpp backend only and ndk backend only conversion. Add placeholder for DeviceHalInterface and EffectHalInterface. Add several EffectHalInterface test cases to help testing. Bug: 261129656 Test: Flash to Cuttlefish and run cts Test: Flash to Panther and run audio use cases.
