User proper volume curve for AUDIO_STREAM_VOICE_CALL over Hearing Aids AUDIO_STREAM_VOICE_CALL should never mute. Test: lower the volume during voice call while using Hearing Aid Bug: 137344679 Change-Id: I2b6bea977d0a3903fc7cb405f0b4c4cd6517d4d6
