HIDL: set he_oper_chwidth=1 to allow 80Mhz bandwidth. For targets where CONFIG_IEEE80211AX is enabled, 80/160/80+80 bandwidth is decided based on he_oper_chwidth. This commit is to enable 80MHz by default.
